This document is developed in the framework of the European efforts to achieve an effective understanding of
the global land and maritime external border domain through the collection, integration and dissemination of
appropriate information, intelligence and development of knowledge. The document addresses those questions
through the analysis of to what extend the RPAs systems fulfil the operational requirements for maritime and
land surveillance. Border surveillance operational requirements and system performances are analysed to
identify best fitting solution(s), jointly with an assessment of costs.

The report provides an analysis of the current situation of border control at the seaports of the European Union
and in Norway, including the identification of challenges confronted by border guards, good practices, guidelines
and recommendations. To draft it, a working group (WG) was set up by Frontex RDU comprising all EU MSs with
an external maritime border and Norway. In a series of meetings, the experts documented and assessed national
practices and shared experiences gained in making border control on ships and persons at seaports. A number of
identified challenges requiring a common EU approach are presented in the report. The document contains also
a number of best practices of likely interest and utility to MSs who may wish to implement such practices at
their seaports.

The purpose of these guidelines is to provide advice, recommendations and examples on what, who, how, where
and when to properly notify PortPlus messages through SSN in accordance with legal requirements and formats.
The guidelines also aim at enhancing the quality and accuracy of the reported information. These guidelines
address the PortPlus notification, which includes information on port call, waste and cargo residues, security,
actual time of arrival and departure notifications, as well as related exemptions.

The specific objectives of the study are as follows:

a) to establish an inventory of security relevant issues in the context of the application for, production, and use of electronic passports (BAC and EAC) in Europe;

b) to individuate differences among EU/Schengen member States and highlight eventual problems for interoperability when the passports are used for identification at external borders;

c) to identify best practices related to the issuance processes;

d) to suggest a set of recommendation to redress security gaps in the issuance process.

The resulting report covers not only security but also interoperability and follows the e-Passport through all the steps of its life-cycle, from application to invalidation.

The purpose of the Incident Reporting Guidelines is to provide information and advice to SafeSeaNet users in
Member States and participating EFTA States on how and when to report and share, through SSN, information on
incidents and accidents. This will enable harmonisation of the procedures between users in accordance with the
requirements of Directive 2002/59/ EC, as amended. The guidelines also make clear the benefits accrued as a
result of users sharing such information. The document does not introduce any additional reporting requirements
for ships not already under such obligation according to the Directive 2002/59/ EC as amended or under any
relevant EU legislation.

By providing a structured description of the hands-on activities that the Member States and Frontex need to undertake for the effective deployment of surveillance aircraft, these guidelines provide comprehensive information on the administrative and logistic processes that such deployment entails to all parties involved. Additionally, National Frontex Points of Contact (NFPOCs) and other competent national authorities may use these guidelines as a training tool as they include basic reference material for organising deployment. Hence, this publication also contributes to strengthening the interoperability and preparedness of the competent national authorities that provide or receive aerial support.

This study provides border guards with an overview of the ethical issues that can arise from their work. It provides border guards with a guide to the ethical principles that can help to manage and resolve those issues. The study is divided into three parts. The first part is a survey and analysis of codes of conduct currently in use by border agencies in EU countries. It begins by giving a brief description of the aims and functions of codes of conduct. It then provides an overview of 23 border guard codes of conduct, highlighting their shared concerns and noting their differences. This comparative survey is first presented in a table and then discussed in more detail. The study concludes by identifying both, main areas of overlap and gaps between the national codes of conduct and the Schengen Code and Handbook.

the Member States of the European Union, together with the European Commission and the European Maritime
Safety Agency (EMSA), decided to review the framework for co-operation and co-ordination between States in such
cases, to improve the existing arrangements.
