Who can access the training courses
Staff involved in Fisheries Control and Inspection, from the competent authorities in the Member States (e.g. Fisheries administrations, Customs, Food Safety, Coast Guard entities), and in specific third countries. Some particular courses are open for staff from Frontex and EMSA (indicated in the table below)
How to access the training courses
Subscription to the course upon invitation issued by EFCA, by using the electronic registration system in the calendar of the EFCA e- learning platform. All event details are announced in the calendar.

EMSA submits an invitation to PR and focal points. Following a designation made by the national maritime administration, participants register on-line for the event through the following link: https://extranet.emsa.europa.eu/e-register/. All event details are announced in the training calendar published on EMSA website (regularly updated)

Who can access the training courses
Border and Coast Guard officers from EU Member States / Schengen Associated Countries nominated by the national authorities, who are foreseen to be deployed in Frontex Joint Operations under a specific operational profile (e.g. Border Surveillance Officer, European Coast Guard Functions Officer).
How to access the training courses
Upon Frontex invitation received via the National Frontex Point of Contact, participants will be granted access to the course content in the eLearning platform and/or be able to attend the contact learning phase.
Aim
The aims of the workshop are as follows:
- To improve the level playing field by ensuring a common understanding of harmonised inspection procedures in the North Sea JDP area.
- To facilitate the sharing of the best available experience relating to the controlling and monitoring of the compliance of fishing activities with the legal requirements.
- To ensure the best possible quality of data exchanged within the framework of the North Sea JDP.
- To promote cooperation in mixed/joint inspection teams through a discussion of practical cases.
The approach is based on the interactive participation of attendees and presentations delivered by invited inspectors.
Target audience
EU inspectors or trainers of EU inspectors.
(EFCA may limit the number of participants to guarantee the high quality of the workshop).
Aim
Following the basic course, this follow-up course aims to provide advanced training on the principles of the EU IUU regulation, to give the participants a deeper understanding of the regional fisheries management organisations’ conservation and management measures and to elaborate on customs and food-safety procedures. The course will enable Member State officials to use advanced tools to further identify and respond to IUU fishing activity within the framework of the EU IUU regulation. It is a specific training course based on the EFCA core curricula manual.
Target audience
Member State officials who have already passed the basic course on the EU regulation on preventing, deterring and eliminating IUU fishing.
The course aim is to create opportunities for border and coast guards to identify document fraud based on primary and advanced security features and printing techniques, establishing conclusively the status of the document under inspection/examination and to refer suspicious documents to a higher level of expertise if needed. The course also adds an extra focus on latest technologies in security documents and perspectives in authentication of documents and identity. Following the successful completion of the course, the learners will have the qualification and profile of Advanced Level Document Officer in Frontex operational activities as per Management Board Decision 17/2021 of 24 March 2021.
Audience
Relevant staff from national maritime administrations dealing with alternative fuels, focusing on policy implementation, regulatory compliance and technical assessment of alternative fuel options in the maritime sector.
Course Objectives
This course is designed to develop the necessary individual competencies for carrying out duties associated with cybersecurity in the process of implementation and enforcement of the relevant maritime regulatory framework. After the course the students shall be able to:
- Understand the role of ammonia as an alternative fuel in maritime decarbonization efforts;
- Gain insight into the regulatory framework and international guidelines for ammonia adoption in shipping;
- Develop knowledge of safety standards, handling practices, and risk mitigation strategies associated with ammonia;
- Explore infrastructure and technological requirements for the production, storage, and use of ammonia as a maritime fuel.
Audience
Persons who conduct or intend to conduct examinations and assessments of competence for the issue of certificates (personnel from the Administration and the maritime education and training (MET) institutions or those who conduct examinations and assessments on behalf of the Administration).
Course Objectives
The course aim is to provide knowledge and skills to administer, supervise and monitor training and assessment of competence in accordance with the provisions of Section A-I/6 of the STCW Code. By the end of the course the participants shall be able to:
- Apply the international provisions concerning training, assessment, examination and certification of masters, officers and ratings serving on merchant ships;
- Apply the implementation of these provisions under national law;
- Analyse the national assessment, examination and certification needs;
- Determine appropriate assessment methodologies;
- Organise, administer and conduct assessments/examinations;
- Issue and control certificates.

- To ensure the best possible quality of data exchanged within the framework of the Baltic Sea JDP.
- To promote cooperation in mixed/joint inspection teams through a discussion of practical cases.

Aim
The course will enable Member States’ officials to identify and respond to illegal, unreported and unregulated (IUU) fishing activity within the framework of the EU IUU regulation (Regulation (EC) No 1005/2008). The course aims at providing an introduction to the principles and scope of the EU IUU regulation and at answering basic questions on the implementation of the IUU catch certification scheme. It is a specific training course based on the European Fisheries Control Agency (EFCA) core curricula manual. Learners completing the course will have received the specific knowledge needed to identify IUU fishing activities and to inspect non-EU-country fishing vessels in EU ports, and the skills to check and verify the catch certificates and processing statements accompanying the consignments of fishery products arriving into the EU.
Target audience
(Recently recruited) Member States officials responsible for checks and verifications of the EU catch certification scheme.
Aim
The course aims to introduce participants to the EFCA IMS tool, a fisheries-control-specific operation within the European Maritime Safety Agency’s IMS. The course guides the participants step by step through the range of functions, showing them how to search and retrieve information needed for fisheries Monitoring Control and Surveillance (MCS) activities, ranging from locating fishing vessels, identifying their historical tracks to performing area centric queries. Learners completing the course will be able to competently perform the main functions of EFCA IMS. The course can be followed up by advanced workshops enabling the experienced users to update and further develop their IMS knowledge and skills.
Target audience
Fisheries inspectors, FMC Duty Officers/Operators, MS experts in charge of the catch certification scheme.
This course provides an opportunity for certification of Frontex trainers and continuing professional development. It enables subject matter /operational experts delivering Frontex courses to uphold the quality standards for training delivery in line with European policies and best practice in education and training.

Officers with experience using CSN service or managers responsible for the coordination of CSN service within their national administrations.
Intended Learning Outcomes
- Name the main elements of the CSN service legal framework, recall the role of the CSN User Group;
- Identify the scope of the CSN Conditions of Use, summarize the intellectual property rights applicable to CSN data;
- Identify the main principles of spatial resolution, images acquisition and delivery times;
- Remember the key aspects of image planning;
- Interpret CSN alert reports and alert area;
- Identify potential polluters by querying AIS data and CSN detections in SEG;
- Analyse CSN detections;
- Demonstrate the use of SEG/CSN operation advanced functions.
Audience
Officers working in MRCCs, VTS Centres, maritime administrations and pollution response services with no or low level of experience with the CSN service.
Intended Learning Outcomes
- Identify the main characteristics of Synthetic Aperture Radar (SAR) and optical imagery;
- Oil spill and vessel detection principles in SAR imagery;
- Describe the procedure(s) to activate the CSN service during emergencies;
- Apply the procedure to request CSN support during exercises and special operations;
- Interpret the alert report;
- Use the CSN feedback form;
- Demonstrate the use of SEG/CSN operation basic functions.
Audience
Personnel from the relevant administrations who are or are intended to be Flag State Inspectors performing periodic inspections of ships to verify that the actual condition of the ship and its crew is in conformity with the certificates it carries.
Intended Learning Outcomes
This curriculum is designed to develop the necessary individual competencies for carrying out duties associated with the inspection of ships to check for compliance with the relevant international and EU-level instruments by flag States. It aims to provide learners with the opportunity to develop the knowledge, skills and attitudes required to carry out inspections professionally, efficiently and effectively and to the required standards established by law and benchmarked industry practice. The curriculum is therefore targeted at individuals at different stages of professional development as flag State inspectors in the EU, from entry level to advanced learners.
Audience
Personnel from the relevant administrations working or on a regular basis as Flag State Inspectors or those who have completed the Basic Level.
Intended Learning Outcomes
This curriculum is designed to develop the necessary individual competencies for carrying out duties associated with the inspection of ships to check for compliance with the relevant international and EU-level instruments by flag States. It aims to provide learners with the opportunity to develop the knowledge, skills and attitudes required to carry out inspections professionally, efficiently and effectively and to the required standards established by law and benchmarked industry practice. .The Intermediate Level covers more operational issues, focusing on the inspection process of the different ship areas. The Intermediate Level is advised for professionals that have already started working as Flag State Inspectors, or that have completed the Basic Level of the curriculum.
Audience
Personnel from the relevant maritime administrations responsible for verifying compliance with the requirements of the ISM and ISPS Codes and/or involved in Recognized Organizations (RO) monitoring and auditing activities.
Course Aim
This Common Core Curriculum is designed to develop the necessary individual skills & competencies for carrying out duties associated with:
- The verification of compliance with ISM and ISPS Codes;
- Recognized Organizations (RO) monitoring and auditing activities.
It aims to provide learners with the opportunity to develop the knowledge, skills and attitudes required to carry out audits professionally, efficiently, effectively and to the required standards. The curriculum is therefore targeted at individuals at different stages of professional development as officers of maritime administrations carrying out the abovementioned duties.
Audience
New Entrant Port State Control Officers and experienced Port State Control Officers aiming to comply with the Professional Development Scheme as it is described by the Paris MoU training policy.
Intended Learning Outcomes
This curriculum is designed to develop the necessary individual competencies for carrying out duties associated with the inspection of ships to verify compliance with the relevant international instruments, EU-maritime legislation (when applicable) and adheres to the Paris MoU procedures. It aims to provide learners with the opportunity to develop the knowledge, skills and attitudes required to carry out inspections professionally, efficiently and effectively and to the required standards including those that derive from the Paris MoU Procedures. The curriculum is therefore targeted at individuals at different stages of professional development as Port State Control Officers in the Paris MoU working area, at a level over and above that of the competencies established in the Curriculum on Principles and Techniques for Flag State Inspections.
Audience
Accident investigators who conduct, or participate in marine safety investigations in accordance with Directive 2009/18/EC.
Course Aim
This course is designed to develop the necessary individual competencies for carrying out duties associated with the investigation of marine accidents. After the course, the students shall be able to identify the relevant legislation framework and know how to cooperate in an international setting and how to exhibit an impartial and ethically correct investigation behaviour. Following the course, the students shall be able to understand the relevance and key principles of accident investigation as well as its legislation boundaries. The curriculum is therefore targeted at individuals at different stages of professional development as accident investigators in the EU setting, from entry level to advanced learners.
Audience
Personnel from the relevant administrations carrying out sampling, and inspections of ships to verify that the sulphur content of fuels used complies with defined IMO and EU-levels and will address the entire spectrum of associated knowledge, skills, and attitudes, including general legal and technical requirements, inspection techniques, fuel sampling and reporting practices in THETIS-EU.
Intended Learning Outcomes
This course is designed to develop the necessary individual competencies for carrying out duties associated with the inspection of ships for compliance with the international and EU instruments regarding the limits of sulphur in marine fuels (MARPOL Annex VI and the EU Sulphur Directive). It aims to provide learners with the opportunity to increase the knowledge, skills and attitudes required to carry out inspections professionally, efficiently and effectively and to the required standards established by law and benchmarked industry practice.
Audience
Operational users of the CMS service such as officers working in national authorities with responsibilities at sea, EU institutions and bodies, with our without previous experience on th usage of CMSA services.
Intended Learning Outcomes
- Describe the benefits, constraints, and limitations of different CMS products available.
- Identify the different procedures for ordering EO services.
- Access, search, and visualise CMS data and ancillary information in the SEG.
Audience
Junior maritime search and rescue coordinators who will conduct, or participate in, marine search and rescue operations.
Intended Learning Outcomes
This course aims at providing knowledge to Maritime Search and Rescue coordinators for the carrying out of maritime search and rescue operations in line with the international requirements, with a focus on the European dimension of such operations, boosting cooperation and strengthening their understanding of the legal basis connected to their duties, as well as improving their capacity to apply internationally recognised procedures and European or regional agreements’ standards in the field of maritime search and rescue operations, as well as in maritime non-SAR assistance operations.
This course contributes to ensuring the operational relevance, standards and quality of training programmes in the border and coast guard area. It develops specific skills and competences for the design and review of training, in line with the Sectoral Qualifications Framework for Border Guarding and European lifelong learning policies and best practices.
